Q: Is there a plastic that covers the paper?

Yes...the actual paper info tag is located inside the luggage tag between two pieces of plastic. You access the "info tag" to record your information by an opening on one side of the luggage tag. It is very secure, and private at the same time.

Q: What size card can this hold? What are the inner demensions?

I don’t know the dimensions but the luggage tag comes with an appropriate size card for you to write your identifying or contact information

Q: In case of lost luggage the design looks like the metal loop needs to be disconnected to see your contact info, is that correct?

If U want to keep Ur info card turned around so it can't be seen yes u need to disconnect the hoop. Since I don't care about it being seen after it's cover is moved back, I will leave it turned outward. U have a section of the rubber tag that covers this area for privacy that U can use WITHOUT unhooking the steel ring
