Q: just received, is the black material strip w/ the snap and velcro supposed to be sheath?? Can someone explain how that works or am i missing a part?

Mine came with a sheath and a velcro strap that holds it in.

Q: Good for trimming beef filet loins?

No fillet small fish, sunnies, crappies, perch. Blade is very thin.
