how do i get the cinnnamon to dissolve in hot tea?

You can't. Cinnamon is from the bark of a/the tree and is usually finely ground for use/consumption. You can taste the cinnamon in whatever dish or drink you put it in, but it won't completely dissolve because it's a particulate. Think ground black pepper as an example. The best you can hope for with the tea is that you can stir the it occasionally to temporarily suspend the cinnamon powder in the solution/tea, then the cinnamon will accumulate at the bottom of the cup/teapot once again. I suppose in chemistry terms, it's like a colloid.

Why is this brand so much cheaper? Is this 100% genuine ceylon?

You can see by clicking on our company name that we also sell the Organic Ceylon Cinnamon sticks (which the powder is made from). We don't believe in selling the cassia variety because of potential dangers to our customer's health, though the price of our Ceylon cinnamon is going up soon. Dear seller could you explain further what do you mean describing your cinnamon powder as allergy free? The package does not mention it.

I believe they're referring to the fact that it's not processed in a plant where there are things like egg, wheat, soy, dairy, etc processed. 
In and of itself, I think it is possible to be allergic to cinnamon, but I've never heard of anyone that was.

I really like the taste of this cinnamon and it does help lower my blood sugar readings (I've used it for a while, had steady  numbers, then stopped using it and my numbers went back up). This isn't as "strong" a cinnamon taste as the Cassia cinnamon we're all used to using. It is a milder, slightly sweeter tasting cinnamon. I found that I'm not having to add a lot more - unless I want a really pungent taste, to have the flavor of cinnamon.  And a little goes a long way.  My family and I use it daily for multiple things - I slip it into all my tomato based sauces, in my chocolate items and add it to my morning Apple cider vinegar, honey and water - about 2 tsp. I still have a LOT of it left. When it's gone, I will certainly be buying this brand again.

There is no expiration date on the bag i just bought....if i keep it in the freezer, how long do i have before it expires??

Spices and herbs should be discarded 6 months after opening.  I wouldn't recommend storing in freezer or storage as moisture can become a problem.
