Q: Does it cool the air it blows out or just blow the air that’s around you?

This neck fan has no cooling equipment built in according to the seller. However I using it can tell that it feels a bit colder than just warm air. But after hours of use it warms up. I have thought this to be a result of the fan itself being cold and then taken outside it gives a temporary cold effect. But the fan doesn't make cold air on the spot

Q: What is the amh power factor

I could go look it up for you but why bother? This thing is worthless! It constantly falls off your neck and it is better at making noise than it is at cooling. Just put a wet rag around your neck. It will work better!

Q: What’s the mah rating on the battery?

My battery life on high was only about 2 hours

Q: Only those who know..is there a cancer warning on the box?

Cancer warnings are normally only a California thing. Cali has a law on electronics needing that warning, while other states don't care. So I didn't pay attention to my box but I have a feeling if they do put one on there it might only be necessary for Cali residents.
