Can you install a size 8*10 notebook or paper here?

The binder is designed for paper size of 8-1/2 inches by 11 inches and by using a 3 - ring hole punch with care 10 by 8 paper can just about fit. Fold the paper in half and align the center crease with the middle ring of the hole punch and the 3 holes thus produces will fit the 3 rings holding your 10 by 8 paper

Are these safe for sports cards?

I don't understand what you mean by "safe", or how you would keep sports cards in them at all--they are traditional 3-ring binders, as used in American schools for decades, and must only be filled either with paper or 8-1/2" plastic card card holders (which could then contain sports cards).
