I would suggest a different material available on Amazon that would be much more effective for your purpose.  The product is Aluminized Mylar. That's what "Space Blankets" are made of except this is much heavier better suited for your needs.  Check it out at:  http://goo.gl/J3Wo3D This is a 48" wide x 25 feet long x 2 mil thickness roll.  It works best if you don't put it directly on the glass. The air space is part of the insulation solution. Here is a little more description of Aluminized Mylar:  Mylar reflective insulation is comprised of polyester and aluminum, resulting in a silver-colored radiant barrier that reflects radiant heat. It keeps your home cooler in the summer and warmer in winter. This type of insulation is commonly used to insulate roofs and attics. Mylar insulation reflects 97 percent of radiant heat in the home, potentially cutting home energy costs significantly. Mylar insulation is so effective, that NASA uses it to shield the International Space Station against the thermal radiation of the sun and the bitter cold of space. Mylar insulation is available in different weights. Heavier weight equals better performance.

Can these be hung on a curtain rod?

I purchased a heavy duty, spring tension curtain rod off Amazon. These liners fit perfectly through the opening at the top.  Plus with the tension rod the curtains are actually closer to the window which blocks out even more of the cold air.  So easy to install this way!  These liners do the job!

can these be used with groment drapes?

I am using it with grommet drapes. My drapes are white background and very thin so I decided to stitch them in place rather than use the clips included. The clips would be fine for a thicker fabric.

Yes, the hooks are included. Be aware that these liners are a very stiff, plastic-like material, that does NOT drape well at all. The fabric of my curtains is soft and hangs nicely but the stiff liner sticks out from the sides because it doesn't drape. I took mine down after a couple of weeks. It was so unsightly I couldn't stand it. A total waste of money for me. They do make good tarps or drop cloths!!!
