does this tail light have external battery pack ?

No, it comes with a charger for each of the two lights. This is a great product and well made. I had a tail light by another company and it was cheaply made and didn’t hold the charge. I’m much happier with the Asher product.

Does this light act as a reflector when not on?

No it doesn’t. I just road by bike this morning and the bright flasher mode is terrific

Do you make these in amber (yellow)?

Not these. But they do have others that lights up in amber color your looking for.

Does it fit onto a rear rack with an 8 mm diameter?

Should do, fits tightly around our Kayak Straps
