Q: What does this dry like? Is it hard like concrete/mortar or flexible like silicone?

I used this to put together extra pavers I had to make a small pad of about 3' x 4" and 3 courses high. Because it is in the sun most of the day, the material never set entirely. Flexible like toothpaste in my case.
