can you put above ground pools on cement?

Yes, we just put ours on cement. We did go to the local hardware store and bought 2 pieces of 12 ft by 12 ft indoor outdoor carpet to put under the pool for insulation and general cushioning. It works really well so far! We spent about $60 for the carpet, but we felt it was worth it.

Will grass grow through it?

It may ruin your grass but it will definitely not grow through it. :)

Is this easy to cut to use for 12 foot? My yard is too small or we would have purchased 15 foot pool.

It is very thin and I don't feel that it adds any protection to the bottom of the pool. It would be easy to cut because it is very thin and it would probably fray. It is very much like a painting tarp that you could buy at the hardware store.
