The Ghosh and Meeden book addresses some of the basic concerns and, while the theory is very sound, it is not at all clear they have presented or argue the numerical aspects of the methods they propose. Sure, it's a shorter text, but for whatever reason, it's not as useful to people actually doing survey sampling as the Sarndahl, et al text.
