Does it leave gaps where the expansions are?

No because the ends can be adjusted to fit the actual size of your fridge/freezer.

I have two freezer drawers missing. Will these shelves just sit on top of the freezer elements?

In my freezer the there is a channel which the drawers slide in, these are immediately above the element and the shelves adjust to fit in these channels. Hope this helps.
