Yes it will fit women. They also make the same jackets in women's sizes.

I don't think the jacket is waterproof, but by the material, it does seem to be able to resist light rain and some water without much notice. The jacket is really nice, the only drawback that I see it's a bit poofy but definitely will keep you warm.
