Are the holes small enough to rinse quinoa without the quinoa falling through?

I wash rice and quinoa while mixing with my hand. Both get often stuck in the holes. I use toothpicks to clean the wisher from stubborn grains. I love washing berries in it. It's very comfortable to hold.

What kind of high quality plastic is it made of?

I do not know the type of plastic but I love this bowl. I just used it about an hour ago. And, I use it almost daily and find it the best way to rinse my rice, it is easy to use. Am quite glad I bought it and I recommend it highly!

how many cups of rice will this hold for cleaning?

um... I typically put two cups in. but i am sure it could handle 3; maybe four.
