Q: Does this cape tie at the neck or velcro?

It is a tie on cape. I purchased it for a three year old boy and he loves it. He now flies up high all around the place with no problems.

Q: Can a 30 year old like me wear this cape? Lol. I need it for my costume.

I bought it for my 3rd graders for a talent show. And to make it not bother there neck, we used safetypins and pind to shirts. This might work for you. But it is not long.
