this item is 42 inches tall the top is 20 inches wide the bottom is 37 inches wide and the dept wide is 20 inches My grandson loves this toy he is a ninja turtle fan

Q: What figures can be used with this set?

The "lair" is 42 inches high, so my 5 year old grandson (who loves the turtles) uses all of his turtle and villain figures with it. He has enjoyed it very much.

Q: What characters come with it? What size characters work with it?

It does not come with characters, only a practice dummy version of Shredder. The normal size ninja turtle figures (heights ranging from 4.25" to 5.25") are appropriate for the sewer base.

Q: where do stickers 23, 24 and 25 go?

It's super confusing! Google the instruction manual for the toy, and the online one has sticker placement instructions. These stickers may be the graffiti ones though. There are no instructions for those. I think they just expect you to put them wherever you want. My son put them on the dumpster.
