does it come ready to use?

Yes, ready to use...this is my second order from this 5 STAR seller! FAST SHIPPING AND PERFECTION !!!!!

My stamp does not have ink. Is that right? I have to supply the ink? The pad is there but no ink on it.

While I think it is possible for you to put ink on a pad and then "stamp it' to put some ink on, in my case, I had the ink stamps with it's own supply of ink but when it started to run dry, it started to not print the last number of the zip code correctly. I think they are relatively cheap. I ordered two more--THE NEW ONES HAVE EXTRA INK SUPPLY.
