Needs safety strap between legs and either tube added around waste or neck. Babies go face down and its usess for the you ger age. Maybe 2-3 will be better if good swimmers. Wdnt rely on it too much. Quality is good as far as well made

Don’t buy
The inner color of vest is bleed to my daughter’s swimsuit. This is worse than waste money. My daughter’s new swimsuit is damaged now.
