No, this is not the same as 3M Scotch Guard SS Cleaner. Since I have not used Scotch Guard, I cannot honestly say which is better. However, if you want a stainless steel cleaner you cannot beat this product!

I use several times a week for past 3 months and does not appear to have build up. Easy to use, cleaning and polishing in one step.
