Q: Considering this for some rock steel rock Sliders. What needs to be done to prep the surface. Also need to figure out how much i need?

It’s recommended to sandblast or sand with 36 grit

Q: Can I use this as a base coat and use another color on top? I heard is not really black and I'm looking for a black color.

I don't see why not. make sure the surfa e is clean before applying your color coat. Don't ixpext your color coat to be as "tough" as the steel it

Q: Is this suitable for black stainless appliances? My son's wheelchair has taken it's toll on my appliances.

I don’t think the finish would match. This paints main purpose is to coat bare metal to stop rust and can still be welded without sanding off the paint.
