Q: I have typical US made dumbells but they're about 1 and 1/16 diameter. Is this diameter collar available anywhere?

They do make them. I would just Google 1 1/16” shaft collar.

Q: Will this fit an Olympic bar as a spacer?

It depends what the diameter of an Olympic bar is. I do not know. I used these to slid onto a 1” diameter metal rod and it was a very very tight fit.

Q: Can you use these on a dumbell where the inner collar came loose ?

For safety reasons, I'd try one and see how it works for your purpose. I've seen too many such collars fail from becoming loose with usage.
