Q: Will this be okay for mini binders like avery 5.5x8.5 1 inch ring size. I would like to prevent the binders from opening up.

I think it may be too tight a fit if the binders were near-full. This is one of those occasions you might need to buy and try as the cost is not prohibitively great.

Q: What is the unstretched circumfrence for the 9" bands? (would be helpful if the vendor included that in description)

Not sure why this is asked on the 6" size but the 9" bands are 18 inches in circumference, the 9" is the lay flat measurement.

Q: Will these fit over the length of an iPad?

This size will fit only the Mini iPad, for my iPad Air 2 I bought the 9" pack https://www.amazon.com/gp/product/B00H1ERHDQ/ref=oh_aui_detailpage_o00_s00?ie=UTF8&psc=1 and they fit perfectly, they are great as a way to hold the iPad comfortably with one hand. Hope this helps.
