Is 20 gram the barrel weight or the fully dressed weight?

pretty sure it's the fully dressed weight.. if look on a-zdarts.com at same dart they have a side note with barrel weight average on most of the darts. I like these barrels but are a little "skinnier" than most barrels and went back to a more normal width. The grip is nice though.

Is it possible to order Wolfram replacement flights and shafts?

Yes you can. I have already replaced them with aluminum shafts and alternative flights
