Are the suction cups replaceable?

I don't think so no. They come off very easily and pose a SERIOUS choking hazard! The suction are attached to a hard piece of plastic that sits inside the panel, and when the suction cup falls off the hard piece of plastic the suction was attached to can fall out if the panel.

Do you have to use all 8 pieces?

No, you can use as little as 4 pieces.
