Once installed does the head (top portion) rotate?

For everyday use it does not, but you can unscrew the head portion to replace the valve seat and rebuild the inards (without digging the whole thing up) if the need arises.

we have white plastic type of pipes. can they attach to that?

This hydrant is buried below the frost line for your area. You will want to go from your inside water lines to an underground black plastic water line with a burst pressure of 150 psi. You will need a hose barb x male pipe thread adapter to connect to the hydrant. You will want to bury the base of the hydrant in clean river stone a couple of feet and then dirt. This allows the hydrant to drain when you shut it off. Good luck.

Will potable water delivered through this hydrant remain potable? will it taste bad? i want to use it as an rv hook up. thank you.

If it's hooked to a good water supply. It will deliver good water. These hydrants are used in rv resorts nation wide.

If a hose with a sprayer attached is not activated (but there's still water pressure) does the water leak through the 1/8 inch hole at the shut off?

It doe not leak. Our stock tank is about 60 feet away from the hydrant, so I hook up the hose (sprayer attached) , pull up the handle to turn on the water and walk the hose to the tank. At the end, I do it in reverse then turn off the hydrant and there is never water leaking. Hope this helps!
