Is there a connection to every pin in the connector? I have a custom application and need a wire connected to pins 2,3,7,8,12 and 20.

No one will provide you with that, when these are made they're not intended for use like that and manufacturers don't record that data, all the wires might even be the same color. However, you can use a voltmeter to determine which wire in the cut end goes to which pin on the connector.

Will this work to connect an external hard drive to a computer? i have an old scsi external hard drive and a macintosh se.

I am not sure if this will work for you. SCSI devices usually have a different layout and use an SCSI cable. The only way this would work is if the drive has an actual DB25 port and not an SCSI port.
