Q: This looks brown. Is it black or brown?

When I bought my Black Ebony Tightline Cake Eye Liner, it was black. I also bought a Brown and a Blue, which I was very disappointed with. The Blue didn't even show up and the Brown was very light. I still have my Black Ebony and it is true black.

Yes, you have to wet the brush to apply it.

Q: Is the eyeliner hypoallergenic ?

Not sure, but after checking ingredients and manufacture country origin, I found the product to be non irritating. I am usually sensitive to many eye make up products including mascara and liners.

Q: Can you use this dry for a softer look or do you have to use water?

I always use water and love the Makeup 250 eyeliner brush for the TIghtline cake eye liner. For a softer look it's so easy by just using more water. This eye liner lasts a long time. I agree with the poster below - this is the best eye liner for me. So easy to adjust the line and I highly recommend getting the Makeup 250 eyeliner brush. I found out about the brush on a video on You Tube with the Laura Mercer liner.
