Q: The description says that it both "charges non-quick charge devices" and "does not support non-quick charge devices"...so which is true?

The top RED port is the Fast 3.0 port, and this is the quoted output: "18W fast charging 3.0 Port". 18W ÷ 5V = 3.6Amps. The red port puts out an extra 500mA, or 0.5A. Here is the quoted output for the other 3 ports: ". . . and Extra 3-Ports 5V/3.1A output" 5V * 3.1A = 15.5Watts. So, they are pretty much the same output, but use for different purposes. Some will bad-mouth this because they do not understand that the charger can only furnish the output power and it takes two to tango. Meaning, that the device being charge must be able to accept the high output. Many devices have protected circuits limiting high amps, so they will not charge faster with the extra amperage due to the device limitations.

Q: How fast does this charge just a phone?

It would depend on the type of usb you are needing from the charger AND how depleted your phone battery is. Using the usb QC 3.0 "rapid" slot my phone at 20% typically takes an hour. Using the lesser usb slots require longer charge times based on lesser output from charger but do not seem to effect overall charging times if charging multiple devices with multiple slots.
