Hello Sylvia,Yes, the little plastic tube is actually a mini eye dropper. You use it to fill the handle with cutter oil. Don't put much oil in at a time, otherwise when you set the cutter down, it will leak through the filler cap. You can also avoid that by keeping the cutter more or less vertical in a old coffee cup while you are using it. When finished for the day, tighten the filler cap to prevent leakage in your tool box.
