Q: Is this "smooth" or "rough"?

This is ROUGH newsprint paper. If you're looking for a replacement of the Strathmore smooth newsprint, it is not. Be aware.

Q: the term "fold over" appears in the product description. what does that mean exactly?

Fold over, or fold-over, refers to the type of binding. It's not sewn or spiral bound. You just take the sheet you've been working on and "fold it over" the bound edge to reveal a fresh surface.

Q: Is this see through like typing paper, that I can can trace from a book or computer screen?

No this is like the paper a newspaper is printed on. It would not be considered see-through at all. You need to find tracing paper or vellum for what you're talking about.

Q: Can this be used for foundation piecing in quilting

That's a good question. Wikipedia says tracing paper or freezer paper is typically used, heavier weight papers. Newsprint is somewhere between the two in weight. The paper you use has to tear out of the stitching. Newsprint has a soft feel to it. It might not tear out as crisply as freezer paper, but be more likely to leave paper burrs. I'm speculating. I've never used it for this purpose.
