It is 100% organic perlite. However the bag does say keep out of reach of children and pets. I dont think they supposed to eat it the perlite is intended for plants normally

yes - all you need to have done was to google 'the type of soil for lemon tree' : "Citrus need well drained soil, so selecting the right potting mix is important. Commercial potting mixes with peat moss, perlite, vermiculite and compost are fine to use as long as the soil is light enough to drain water well." - so, again.. yes. you can mix this with soil for a lemon tree.
