Will they replace OEM on 2004 prius?

If you're vehicles came with HID's it will straight replace.... If you don't have HIDs regularly then you will have to buy the kit with the ballast...

Yes as long as the bulbs are same wattage as ballast they are interchangeable

What is the plastic cover on these for? i don't see that on most hids.

This cover is what is necessary to have a great pattern on the light. been blinded by some ding a ling at night with 2 floodlights coming at you? these shields are NEEDED to provide a nice, controlled beam that wont blind everyone on the road. Most vehicles older than 2000ish need this to function properly.

I bought an hid kit that came with 35W bulbs can get 55W bulbs with out upgrading ballast?

If I am not wrong the ballast for the 35W is suppose to be the 12V as the ballast for the 55W. Therefore, there should be no problem. It should work quite well but, not to its true potential fact that the bulb would be a 55W and Not a 35W that .(https://youtu.be/nFAbMIHyREE). hope it helps
