Is there a dry shampooo that isn't a spray? My dog is scared of sprays.

This is not a spray, it's foam that you pump like lotion and the texture is liike hair mousse in a way. One of my rescues is scared of the spray or aerosol pump sound. This is quiet like lotion. Two or three pumps is about tennis ball size of foam. Little goes a long way, usually use 2 or 3 tennis ball size foam on my largest German shepherd. Love the smell too

I have a 100lb old english sheepdog. how much product a month would i use?

I have a 110 lb German Shepherd, with the double coat. I use about a fifth of the bottle each time I use it. He gets a regular bath about every six weeks, but in-between baths, I’ll use this once or twice during those weeks. He’s an inside dog, and if I keep him brushed, he doesn’t get that dirty. One bottle lasts me a few months. It makes him smell good, and his coat shine and feel soft. I recommend it.

Having flea problems with my boxer who isn't supposed to be washed more than 3-4 times a year. Is this safe to use on her so I don't irritate her skin

I was impressed by this product but then again, my dogs don't have any skin problems or allergies. I would sugges that your bring the list of ingredients to your vet and ask if he or she thought there might be something irritating in it. Alternatively, you could try a small test area and wait and see if there is any reaction. Personally though, I'd start with the vet.
