Does it actually work for people who haven’t had their eyebrows done in awhile?

It work as a trimmer and shave , from my own experience I would say yes and doesn't irritated

Is it water resistant? And can I use shaving cream with it?

Material says water proof. Not sure why you would use shaving cream for a clipper/trimmer. Personally I would guess it would not be good for the screen attachment.

It says it is in the photo gallery (just above the product description). It states, "Conveniently Use In or Out of the Shower. Our trimmer is waterproof and can be used wet or dry so you can keep your bikini line perfectly trimmed whether you have time to shower or not." I haven't tried it for myself though, but I've used similar trimmers in the shower before with no problem, and since it is a well known brand, I have no reason to not believe the claim. I would say yes it is.
