Yes it is, I had oily skin been using this product for 3 years never fail me.

Q: is it a foaming cleanser?

This is a cream cleanser that produces a slight lather when mixed with water. It is not a traditional foam cleanser.

Q: Difference between this and the clear cleanser?

Very disappointed. Does not work as advertised, I feel I wasted my money.
