Q: How high is the highest "stepable: step? On the 5-ft ladder?

The top part is for the cups and tools, so it is for with holes. You can not stand on top part. Also, it is unreturnable, since when I found I could not use and tried to return, UPS and Fed Ex would charge more than $100. I paid about $60 for the ladder and about $10 for the shipping, so I still keep it although I would never use it.

Q: am i going to get a used ladder with no magnetic tray? i purchased the 5 ft.

I was sent a new ladder in Louisville factory carton, unopened. I use the tool holders more than the magnetic tray. I'm happy with the ladder features. I also use higher ladders but 5 feet is OK for inside the house.
