Q: I have a 2008 avalanche ltz, does this handle have the power lock?

Hi! Yes, this handle includes the Power Lock Actuator in the assembly. In the pictures it is the slim rectangular unit with the accordion like rubber pc. Sometimes hard to see in the pictures because it is partially beneath the plastic handle.
