Q: Hi. Is this wire hollow or is it a full tube?

It is solid! Make sure you have good wire cutters or a hack saw as it is very thick. Also it is silver color all the way through.

just wire cutters it is Aluminum and relatively soft

This wire bends with very little pressure. This would not be the best wire for durability...unless it is reinforced somehow.

Q: Is this coated? I’m looking to use it in a cake for a structure, will it rust?

It is aluminum, so it will not corrode (rust/oxidize) in a normal atmosphere. Aluminum will corrode in a salty atmosphere (the white dustiness often seen on the metal parts of boats in salt water areas). This wire feels slick. I don't know if that is the result of a very polished surface, or some lubricant used in the extrusion of the aluminum into this shape (round wire). In a food-related use I would wash it, but that won't make it rust/corrode/oxidize.
