I can also confirm, that international phones with Samsung pay are not compatible in all countries. In Mexico was to my bitter knowledge after I purchased S8 when it came out because local prices were outrageous. To my surprise when I tried to link my cards, could not do it. Called tech support that they confirmed that my IMMEI had to be from Mexico in order to work. Which it is ridiculous, in the end you are paying for a fully working phone. But my 3world country wants to control all and basically force us to buy at prices way over the market value.
