Q: Is this adult sizing?

Correct all sizes displayed as Small- Exta Large will be for adult sizing unless other wise stated as "youth".

Q: I measure 15" x 19" which puts me in large according to the sizing chart. Do these run small and should I consider an xl?

Go to the web site Pro-tec.com and measure your legs as the instructions indicate in mm. the two measurements at the calf and quads will give you your answer. There is a range for large and a range for XL. These are the best knee pads however if you are a city skater or skate parks or do Parkour skating I would buy hockey knee and shin pads combo for better protection.

Q: Can I wear the elbow pads on the knees?

I don't see why not. If the knee pads are too big but the elbow pads are just right, it's a possibility. Knee and elbow pads are pretty much put together the same.

Q: Are the straps made of elastic and eventually stretch too loose for a tight fit?

The straps are made of elastic but not sure about the "stretch too loose for a tight fit" problem. We've been selling ProTec pads for several years and have never heard that complaint.
