I need the cord version of this or someone to give me detailed instructions on how to use this. How do you use this?

Personally I had purchased a 30A 220V machine that Had previously been wired directly.  I, however, want to have the ability to move the machine to another location so I connected this to the end of the machines cable as well as installing a new box and receptacle to match.  Hope that this helps.  (Making the connection is quite straight forward - just match the colors.  -  Look it up on youtube if want more instructions.)

Is this safe for a dryer?

Yes I do believe it would be. I have one on my own dryer at my home. Most dryers are only 240 volts and do not use the 3rd pin for anything but the ground. it is well built for great connections so yes I do think it would be a good choice. Good tight connections are the key to longevity and safety. this is the one I use in commercial applications since it holds up well.

Will it handle my 110 welder?

This is meant for a 240v 30A/50A outlet. I use it for my welder but doesn't have the configuration to fit in a 120v 15A, 20A, or even 30A outlet.

I believe the reason why it says 125v/250v is for the fact that 250v outlets are comprised of 2 hot 125v lines (out of phase) hence they add up to 250v.  But no these are not used for 120v outlets.

Question 4

Will this accept stranded wire?  (My new oven came with a stranded wire pig tail.)

Yes it will as I've used it for my welder.  Just make sure this is the correct outlet style though as this one is no longer used per NEC.  Also ovens are generally four prong plugs (2 hot, 1 neutral, 1 ground) as they oven have clocks the use just one 1 hot with the neutral to bring voltage down to 120V.  This one is only 3 wire.  If this is all still correct for your oven then yes it will work with stranded.
