Hello, can these rings fit around the base of heroclix figures or around them?

They fit pretty close to 25mm/1" round base miniatures. The outer diameter is close to that of a 'clix base, they won't fit around one. They would sit on top of a 'clix base if you could get it over the figure, or you could dangle the token from an figure's arm etc.

is the writing on both sides of the ring or just the one?
