Would this work for degaussing battery packs? I have some oceanographic instruments that use battery packs consisting of 28 standard D-Cells.

I don't think it would degauss batteries. This degaussing coil can be used to degauss color CRT TV sets.

Has anyone tried passing tools through this to degauss/demag them?

I had never tried it but, I just took a screw driver that was magnetized and held it near the powered up coil and it did demagnetize it.

Anyone ever try to permanently destroy data on 3.5" hard-drives? I need to wipe data from drives before recycling them.

TV CRT degaussing coils are insufficient for erasing magnetic media, or degaussing permanent magnets. As a side note, for eons I've used them for demagnetizing hand tools, vise jaws and the like... all with excellent results!
