Are these taps good for cutting new threads into hardened steel?

I would lean towards no. It's going to depend on the steel. Hap72 @70hrc? No, you would need tungsten taps. It fully depends on what hardened steel your talking about. 
But I 100% would not count on it to cut new threads into hardened(45hrc or harder) steel.

Does this set have a m10 x 1.0mm and m10 x 1.25mm tap and die pcs.?

Where are the tools made?

Unfortunately in China.  I have a Craftsman tap & die set I bought about 40 yrs ago and between the new set and the old the visual difference in quality is quite a bit.  I haven't had a chance to use the new set yet so I really don't know if they'll stand up as well as the old set.  I was very disappointed when I saw they were made in China.

What are the smallest metric and inch sizes for taps and dies in this set? Thanks in advance!

You get M3-.5, M3-.6 are the smallest for metric and 4-40, 6-32 for standard and that's both taps and dies
