Will the color peel off of the needles? Or is the aluminum that color?

These are crochet hooks not needles. The color will not peel off. Ever.

Would these crochet hooks be good for fine detail work on doilies?

If you are using crochet thread for doilies then no. These are not small enough for that. If you are using fingering weight or thicker than yes, probably up to 4.00 mm size crochet hook.
