Q: Is black costing food grade and safe??

Difficult to know what coating is done. Maybe Teflon or carbon nitrite or DNC. However it may not be FDA approved but I believe the amount getting into your food should be negligible unless you heat and use it. One is exposed to more dangerous food additives particularly while eating Street food. Still I would like the manufacturer to address this query.

Q: Is that kitchen scissors a heavy duty one?

No...but they are pretty handy for day to day use like cutting packets of dal, spices, milk etc etc.
