How do you keep from slipping off poles?

how much water goes in each bag?

Not exactly sure how much, but it was difficult to get the lid on the opening without losing some of the water.

Can these be used to weight down the pool ladder

It would not likely work because filling it with water would be neutrally buoyant in water. You would need to fill it with something that has a higher density than your pool water. Perhaps filling these with water/sand mix would work best.
