Im a big guy with a belly, so doesthis shirt get slimmer towards the waist?

My wife wants the t-shirt with part of the us flag running down the side. will a small fit for a 5'3" 120lb frame, or still too big?

So does the flag graphic come on the shirt or not? I see two reviews that say it is missing....
