Q: Approximately how may legal-sized files can the unit hold?

Around 30 just depends on what you put in the files. I use it a cart to hold patient charts and I can fit 2 days worth of charts and that would be 10/15 charts per day. It is a very nice cart very sturdy.

Q: Can this be use for 12 x 12 scrapbook paper?

It will probably work for 12" x 12" paper if you use legal size file folders, though that's configured for 11" x 14" paper so 1" of your scrap book paper will be taller than your file folders. If that isn't a problem for you it should be fine.
