Works well.
I got this for my kid for retro Gaming on a old CRT Monitor. It works really well and has a pretty good pic output.

Works fine.
Works as advertised. Purchased in conjunction with an HDMI to AV converter. End result is HDMI to Channel 3. Do not put on top or underneath the converter as you will get banding in the final output. Got them sitting at right angles to each other.

Modulator worked fine
The converter box worked great. I used it modulat the signal in my recreational vehicle. Mainly, to keep existing cable to rear tv.

Maybe it works.
I don’t know if the problem is my TV or this modulator. I have played with vertical and horizontal hold options on my TV, but I can’t get the video to stop scrolling.
