Definitely measure yourself!
So I had to order this twice. The first time I got the dress in my waist size and not bust [US size 12/31]. Only half zipped because the girls were too big.Second dress I ordered to my bust [US size 16/43”/38DD] and it fit perfectly. So for me, I would definitely get whichever one is larger.
